Outdoor Walking Access

The Walking Access Bill is before the house, we have just finished a submission.  There will be an establishment of a committee to identify and monitor walkways in conjunction with local Authorities.

Negotiation and Agreement with and from land owners is a key aspect of this Bill.

Maori Trustee

FoMA supports the separation of the Maori Trustee from TPK.  We have however opposed the appointment of the Trustee and board by the Minister of Maori affairs

FoMA has not supported the MBANZ part of the Bill.  It has not been fully thought through and does not provide the level of investment required for the assistance of Maori strategic economic development.

FoMA MTO Consultation Submission

The Maori Trustees Office is undergoing a review.  FoMA's submission highlighted the following:

  • Supportive of a stand alone entity;
  • Supportive of a long term funding agreement being established between the Maori Trustee and Crown to fund administration of uneconomic lands;
  • Clarity and certainty needs to be given on this funding agreement to ensure adequacy of resource;
  • Clarity and certainty that historical grievances asserted by Maori claimants against the Maori Trustee and Crown under amending law and regulations are accounted for under the new provisions of the proposed reform;
  • Changes need to be added to current legislation that allow for the Maori Trustee to evolve its purpose and strategic direction.  Currently as an administrator of Maori land it is our view that any value added is limited, however there is significant potential and this should be provided for in legislation;
  • A commercial board to be appointed to determine direction;
  • Maori should have a say in this appointment process not the Minister of Maori Affairs.

This submission has been prepared on behalf of a group, comprising a number of local authorities and stakeholder organisations, who have been working collaboratively with the objective of determining whether there is common ground on matters which could be put before the rates inquiry panel.  This submission is supported by a companion resource paper prepared by Mckinlay Douglas ltd.  The submission deals first with context and then with a series of issues with the current system including the nature of rates, aspects of administration, and several specific issues which are primarily matters of government practice and/or legislation as well as principles to be applied to a local government funding system and a possible suite of funding tools.

Oxfam International Youth Partnerships 2007-2010 program

Oxfam is currently seeking applications from Maori young people (aged 18-25 on 1 October, 2007) from New Zealand for the Oxfam International Youth Partnerships 2007-2010 program. They consider the participation of Maori young people as important. They did not receive many applications from Maori young people in New Zealand and, as such, they are calling on organizations, networks and young people to support young people to apply for this opportunity. Oxfam have extended the deadline to allow more young people from New Zealand to apply.
