FISHING QUOTA TOUTED AS EMISSIONS TRADING MODEL
The New Zealand fishing quota model is being used as an example for Carbon emission trading. David Parker said this was a successful model and regarded internationally as one of the most environmentally responsible ways for sustainably managing fish stocks. “It is essentially identical in principle to emissions trading that’s being proposed in respect of gases, where you cap the volume of emissions and you let people trade around their share.” How to allocate emissions credits or permits - whether they should be auctioned or gifted and in what sectors - was yet to be determined.
