FoMA Objectives

 

FoMA objectives are designed to advance the following roles played by all Maori organisations:

 

 

  • Kaitiaki - Guardian of the taonga: protect taonga, develop taonga;
  • Kaiwhakahaere - Representative of the beneficial owners: communicate, optimise benefits;
  • Rangatira - Leader of the business: lead with vision, secure best business performance;
  • Kaiwerowero - Challenger of the external environments: know environments, obtain advantages, and overcome constraints.

 

Our Primary Objective

  • To foster and promote the development, sound management and economic advancement of Maori authorities, and in that process to protect, to foster, and to advance the interests of the Federation.

Other FoMA Objectives Include:

  • Promoting the interests of the Federation to central Government and other bodies and to make representations or submissions on relevant matters of law, legislative measures, or policies.
  • Encouraging the formation and improvement of communications.
  • Encouraging enrolment of eligible members in the Federation.
  • To promote or initiate any service for the benefit of members.
  • To collect or research economic technical and statistical information of interest to the Federation and to provide information advice and assistance suited to the needs of members.
  • To promote or assist training of managers of Maori Authorities and to develop quality assurance measures to enhance the mana of the businesses of Maori Authorities.
  • To promote harmony between Maori Authorities and their employees.
  • To encourage engagement by Maori Authorities and their commercial enterprises of appropriate skilled persons for special assignments.
  • To seek and promote investment opportunities for Maori Authorities.
  • To promote the wise and sustainable use of land resources.
  • To promote the efficient and effective marketing of products by Maori Authorities.
  • To set up or take shares in any company, or to promote any company, joint venture or co-operative enterprise, which is calculated to benefit Maori Authorities either directly or indirectly.

FoMA Time Line

 

Refer to About Maori for further contextual detail. The 1970's and 1980's saw a number of Maori Trusts and incorporations regain the ability to govern and manage their lands and resources.

 

1984

  Hui Taumata [convened by Ta Hepi Te Heuheu] introduces the idea of forming a nationwide association for Maori trusts and incorporations.
     
1985   Maori Authorities Conference supports the formation of "Federation of Maori Economic Authorities".
     
1986   Conference of Maori Authorities decided "That a Federation of Maori Authorities be established".
     
1987   Federation of Maori Authorities is established under the Incorporated Societies Act 1908.
Office established under first chair Ta Hepi Te Heuheu in Turangi.
     
1988   Negotiated Crown Forestry Settlement.
     
1989   Tama Nikora, second FoMA Chair, with Peter Charleton defended Maori Taxation position.
Supported resolution between Maori and lessees of perpetually renewable leases.
Promoted regional development.
     
1990   Fought ban on export of indigenous forest without compensation.
Member concern with purported Crown ownership of Geothermal Resources.
     
1991   Federation provided first Maori Fisheries Review to Rt Hon. Winston Peters, Minister of Maori Affairs.
     
1992   Major debate on Maori Affairs Bill 1987 and push for changes.
     
1993   CFRT debate among members re:appointor Trustees.
Te Ture Whenua Maori /Maori Land Act 1993 passed into law.
     
1994   FoMA establishes working relationships with the Maori Unit of NZTE.
FoMA Trustee Skills programme undertaken in conjunction with TPK & Ernst & Young.
     
1995   FoMA funding solutions sought.
     
1996   OMA, member sub group negotiates reforms MRLA with lessees and Government.
     
1997   Thrust for reform of Producer Board Act.
FoMA surveyed member views of MLC judges.
Maori Authority Tax Review emerged from Government.
Maori Reserved Lands Amendment Bill passed.
     
1998   FoMA members travelling on trade missions to China & elsewhere.
     
1999   FoMA Governance training programme commenced under the BIZ umbrella.
     
2000    
     
2001   FoMA advocates on Genetic Modification issues and Crown plans to ratify the Kyoto Protocol on Climate Change.
     
2002  

Following FoMA joint submission Maori Taxation Bill goes before Parliament.
FoMA support for $47M Reserved Lands Settlement negotiated by OMA with the Crown. Local Government Bill goes before Parliament.

     
2003   Major policy and law reform initiative with review of MA. Taxation Reform.
     
2004   FoMA and Maori opposition to Foreshore and Seabed Act. Process of forming Fomana Capital Ltd begins.
     
2005   Aquaculture reform achieved. Kyoto Protocol impacting on Forestry interests
